Adult Social Care – Extra Care Development Programme
Dome is providing project management services to South Tyneside Council. We have adopted a clear and communicative approach, enabling all key stakeholder views to be assimilated and a clear delivery strategy to be developed and delivered.
South Tyneside has an increasing older population, increasing social isolation and lacks the appropriate type of residential accommodation to cater for these issues. The Council has a need for further Extra Care places, and specific demand for Dementia Extra Care places.
The Council have recently identified a suitably qualified Registered Provider (RP) development partner to work alongside them and deliver new Extra Care facilities at three Council owned sites at Hebburn Central, Dean Road and Chuter Ede. The development partner procurement strategy was developed by Dome, working closely with South Tyneside Procurement and Legal teams. The Council are now working in partnership with the RP to allow a consistent approach and high level of quality delivered across the three sites.
The programme of development seeks to create improved facilities for residents, provide facilities that are open to the community, create vibrant places to live and allow for varying levels of care and support whilst providing care staff with modern spaces to work.
Dome is providing project management services to South Tyneside Council. We have adopted a clear and communicative approach, enabling all key stakeholder views to be assimilated and a clear project brief developed. By establishing a clear brief, we have been able to refine and establish an appropriate procurement process, assisted by a tailored market engagement exercise.
A concise and focussed competitive dialogue procurement process was defined and managed by Dome. Subsequent to the appointment of Karbon Homes as development partner, we have instigated a Partnership Board structure to allow a coordinated approach between all parties on design, procurement, budget, communications and risk management issues to be addressed and managed carefully.
We are now working closely with Karbon’s professional team and planning consent for the Hebburn project was received in early 2024, with construction works starting in September 2024. We are now also working with the professional team on design development and options appraisal work at the second site in the partnership at Benton Road, South Tyneside, with the target being for a planning application in early 2025 and start on site in late 2025.
