Dome provided project and cost management services to Clear Futures and West Northamptonshire Council and worked alongside the design team to prepare concept design proposals for a new care home facility on a tightly constrained council owned site in Towcester, Northamptonshire.

Project Overview

The Council currently operates a number of care homes, both ones it manages directly and those provided through PFI agreements.  A number of these facilities are no longer considered suitable.  The small size of bedrooms in many homes plus the lack of en suite facilities mean that the environment prevents the Council from supporting people with higher level needs.

The Council also has higher demand for care home places in the South West of West Northamptonshire than it can meet within its own care homes. This requires it to fund places in private homes.  This position creates a financial challenge for both residents and the Council as people are required to pay an increased amount for their own care and the Council incurs additional charges where financial assessments determine it needs to subsidise the cost of a person’s care.

A new care home should be in the area it seeks to serve, and ideally should be in an easily accessible location, with services close by. A review of sites in Towcester identified a site currently owned by the Council as potentially suitable.

Services and Value Added

Dome has provided bespoke project and cost management services to Clear Futures, becoming embedded within the Clear Futures organisation and adapting our services to the demands of the project and governance arrangements in place.

We provided project and cost management services from project inception through to concept design stage.  We have supported Clear Futures and the Council in several areas: project governance; design team procurement and management; procurement advice; risk management; programme advice; cost planning; and value engineering.

 

We coordinated and attended stakeholder engagement meetings in order to clearly define the project brief at the outset.  From there, we initiated and managed a design team procurement process in order to appoint a multi-disciplinary design team to support Clear Futures and the Council.

We subsequently managed the design team through RIBA Stages 1 and 2, culminating in a full RIBSA Stage 2 report, including cost plan, programme, value engineering opportunities and risk register.
